ELECTORAL LITERACY CLUB
An Electoral Literacy Club is a platform to engage school students through interesting activities and hands-on experience to sensitise them on their electoral rights and familiarise them with the electoral process of registration and voting. ELCs are also present in colleges and rural communities.
At ELCs, learning meets fun. Activities and Games are designed to stimulate and motivate students provoking them to think and ask questions. Through ELC, Election Commission of India, aims at strengthening the culture of electoral participation among young and future voters
Activities under Systematic Voters’ Education and Electoral Participation (SVEEP) Programme are undertaken to educate the electors regarding procedure relating to registration of name in Electoral Roll, correct of their existing particulars in Electoral activities are also meant to inform about various online, offline facilities available to voters regarding ethical voting like how to cast vote, how to help the election machinery to prevent corrupt practices during election etc.

ELCStudents’ Grievance Redressal Committee
The function of the committee is to look into the complaints lodged by any student, and judge its merit. Anyone with a genuine grievance may approach the department members in person, or in consultation with the coordinator of Students’ Grievance Committee. In case the person is unwilling to appear in self, grievances may be dropped in writing at the suggestion box kept in front of college office/library. Grievances may also be sent through e-mail to the Principal/Coordinator of Students’ Grievance Redressal Committee.
Objective:
The objective of the students Grievance Redressal Cell is to develop a responsive and accountable attitude among all the stakeholders in order to maintain a harmonious educational atmosphere in the Institute. Students Grievance Redressal Committee has been constituted for the redressal of the problems reported by the students of the college with the following functions:
• Redressal of Student’s Grievances.
• To co-ordinate between students’ and department to redress the grievances.
• To support the students who have been deprived of the services for which he/she is entitled.
• To ensure effective solution to the student grievances with an impartial and fair approach.
• To make teaching and supporting staff responsive, accountable courteous in dealing with the students.

Anti – Ragging Committee of the College observes the following functions.
• Upholding directions of the Department on any acts amounting to ragging
• Creating awareness among the students the actions that can be taken against those indulging in ragging.
• Considering the complaints received from the students and conducting enquiry and take necessary action.
• Conducting Orientation / workshops against ragging acts.

Mission:
• To educate the students and other stakeholders from the less privileged section of the society and provide them with equal opportunity.
• To improve the performance, provide guidelines and counselling with respect to academic, financial, social and other matters to disadvantaged groups.
• To extend all the services to disadvantaged groups and look after welfare of these communities.
• To provide opportunity and facilitation to the deprived groups for learning and creating space for them to mainstream themselves.
• To create awareness among the students about the natural resources and local opportunities in organic farming and medicinal plant based occupations.
Objectives

• To implement the reservation policy for SCs/STs and in the College.
• To monitor and evaluate the implementation of reservation policy and suggest measures for its effective implementation.
• To help the students in getting educational facilities/Scholarships provided by different organizations.
• To improve the learning levels of SC/ST candidates to bring them up to the general level of the other communities.
• Registering the complaints in writing from of SC/ST teachers, officers, employees, and students and address it to concerned department, person, section for its peaceful resolution.

Admission Committee
Student Admission Policy and Procedure is for the application and admission of students into different programmes of the college. The college is situated at the heart of the city finding itself accessible to the locals as well as outstation students. The college caters to the needs of the students belonging to economically weaker sections of the society by providing Government scholarships, scholarships from the alumni fund and other agencies. Outstanding achievers in sports are encouraged to take admission by providing fee concession, coaching by experts; they are motivated to participate at the national and international level sports events. The Institution is affiliated to Mangalore university.
Admission Policy
Admission committee constituted by the Principal prepares and approves the fee structure, prospectus and the application forms.The prospectus includes the curricular highlights, programmes offered, eligibility details, admission procedure, and facilities of the College.
The admission committee is headed by the Principal and consists of the following members: the Administrative officer, and senior staff members as per the guidelines of the state government.
1. The College admission shall be open to all eligible persons irrespective of gender, caste, creed, religion, race or class.
2. The College shall maintain high standard of teaching and provide admission to the eligible candidates in a fair and transparent manner.
3. The transparency in admission shall be ensured with strict adherence to the Mangalore University guidelines and Central/State Government norms and Reservation Policy.
4. The College admission to students shall adhere to the criteria of reservation in admission as per the policy of the State Government.
5. Admission in the College shall be open to Indian citizens, Non-Resident Indians and persons of Indian origin. However, the College shall also admit foreign students as per the norms of the Government of India, State Government and affiliating University.
6. All the admissions for UG Programme are valid only for three years.
7. The college shall ensure publicity of the Admission Process by using suitable media of publicity at the time of admission.
8. The admission and enrolment in various programs of the College shall be facilitated by Admission Committee constituted by the Principal of the College/ Management.

As per the Supreme Court Judgement and guidelines issued in 1997 to provide for the effective enforcement of the basic human right of gender equality and guarantee against sexual harassment and abuse, more particularly against sexual harassment at work places, the University Grants Commission (UGC) has issued circulars since 1998, to all the Universities, advising them to establish a permanent cell and a committee and to develop guidelines to combat sexual harassment, violence against women and ragging in colleges and universities. Keeping the above guidelines in mind Bhandarkars’ Arts and Science College has constituted committee against Sexual Harassment:
On 13th Aug 1997, the Supreme Court of India issued a judgment, Vishaka judgment that recognized and addressed sexual harassment at the workplace as a human rights violation. The Supreme Court in its judgment said every woman has a right to a safe workplace. The court gave directives for all employers/organizations making it mandatory to institute sexual harassment complaints committees at workplaces. The judgment also created sexual harassment prevention guidelines for the workplace. The sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act 2013 has replaced the guidelines/norms laid down by Hon’ able Supreme Court on sexual harassment and came into force from 9 December 2013. The Govt. of India made rules for carrying out the provisions of this Act, 2013.
The Internal Complaints Committee is responsible for investigating every formal written complaint of sexual harassment and taking appropriate remedial measures to respond to any substantiated allegations of sexual harassment.
The Internal Complaints Committee shall inquire into the complaints as per the provisions of Section 11 of the Act, 2013. The Committee may give recommendations as may be considered necessary under the provision of Section 12 of the Act, 2013 and based on these recommendations, the Competent Authority shall take appropriate action.

Women Empowerment and Gender Equality are the most important requirements for the upliftment and progress of our nation as a consequences, Women cell of our College aims at empowering and orienting women to recognize their true potential and to help them attain their own stand in a competing world. Its goal is the overall development in all spheres of their life. The Cell has both the faculty and students of the College as its members and works with an aim to create a gender sensitized community within campus as well as in the society. It has been organising varied academic, technical, medical, cultural and social events for the upliftment of women and spread the real importance of gender equality in the society through different cells of the College.
Objectives• To enhance self esteem and self confidence among women students and staff by conducting Skill Development and Self Defence Training.
• To have periodical interactive session with entrepreneurs and other authorised persons in the society to increase awareness of women related to employment, constitutional rights in order to prevent the exploitation based on Gender.
• To impart knowledge on health and hygiene.
• To create awareness about the rights of women so as to prepare them to protect themselves from any sort of harassment.
• Forum will be conducting various extinction activities, seminars, workshops, special lectures in partnership with other Non UGC Centres, Government Schemes and NGOs to realize the role of women in building up of a healthy society.
